Armed Groups: A Missing Dimension of Intelligence Reform
Roy Godson and Richard Schultz will examine how U.S. intelligence capabilities might be improved in order to meet the challenge of sub-state armed groups. They will convene a working group on the use of covert action against armed groups and outline a strategy for using successful intelligence practices against armed groups operating along the southern periphery of the United States. The project's findings will appear in a series of reports.

Intelligence Reform Watch
Roy Godson will lead an effort to examine the institutional cultures of the U.S. intelligence community and assess how these cultures might inhibit effective intelligence operations. He will commission research on the collection and analysis of intelligence, counterintelligence, and covert operations.
