Founded in 1991 in the wake of the Keating Five scandal, the Virginia-based National Legal and Policy Center promotes ethics in government by researching and investigating corruption and favoritism. The NLPC states that "We recognize that the bigger the government, the more opportunities for corruption; and the more intervention in the economy, the more reason for special interests to seek influence. We believe that the best way to promote ethics is to reduce the size of government." Accordingly, a majority of its targets tend to be Democratic politicians or Democratic-leaning public figures. The NPLC does not hold that stricter ethics laws are the answer, rather the group believes "the missing ingredients are character, morality and common sense."
