The NCPA seeks private-sector solutions that encourage individual rights, free enterprise and self-government. NCPA is concerned with the following issues: Affirmative Action, Energy, Health, Unions, Immigration, Regulation, Welfare, National Security, Taxes, Women in the Economy, Global Warming, Government, and Trade. Led by president John C. Goodman, the NCPA follows the political philosophy of classical liberalism. In 2008, the organization spent most of its funding on fundraising and its tax policy and health policy programs. NCPA advocates for free-market tax policies and consumer driven health care.
