The Khan Network: Investigating and Shutting Down the Nuclear Black Market
David Albright and Joel Wit will research and write a monograph that will analyze the weapons network created and operated by A. Q. Khan in order to develop strategies to counter nuclear proliferation. They will examine open source materials, such as court documents and information collected by various international organizations and agencies, and conduct interviews with both those who have participated in the Khan network and those who have investigated the operation.

Charles Perry will direct an effort to analyze the dynamics affecting the conventional military balance on the Korean Peninsula. The research team will conduct interviews in the United States, South Korea, Japan, and China and develop policy recommendations to address the conventional military threat on the Korean Peninsula in light of the reconciliation process between South and North Korea. The project will result in a policy report and a series of briefings for the policy communities in both countries.
