Founded in 1976 with seed money from the Scaife Family Trust, with the initial goal of bringing awareness of the danger of international communism and the need for a strong defense for the United States, the group now plays a role in advocating for keeping Cold War era weapons systems. Their work encompasses counterproliferation strategiebuilding layered defenses for homeland security.rethinking deterrence requirements for new security needs; and the emerging geopolitical setting that is being shaped by technologies for cyberwar and a host of other asymmetrical threats, as well as the needs of energy security. The group is associated with The Fletcher School at Tufts University, where IFPA President Robert L. Pfaltzgraff, Jr. serves as a Professor of International Security Studies.
